The clearance at the top tank level indicates its not enough for 11 rough in but enough for 11 25 rough in and larger.
Toilet rough in size 11.
Since there is no 11 size to my knowledge it may just be that collette has a 12 standard rough in toilet but measured 11 from the back of the drain to the wall or from the center of the drain to the baseboard.
This is because the tank usually extends the farthest back of any part of the toilet and it is nowhere near the baseboard.
If your measurement comes out to 11 5 or 12 5 then don t worry it s likely a 12 rough in.
Remember the center of the toilet flange to the wall should be 12 inches.
There are however other rough in sizes.
The 12 inch rough in is by far the most common in the us.
Never measure from the molding baseboard to the flange only against the wall.
Do not measure to the baseboard molding but to the wall.
10 and 14 are also possible and you ll have a smaller selection of toilets that fit those sizes.
Toilets are typically offered in either 10 inch 12 inch or 14 inch rough ins.
The standard toilet rough in distance is 212 inches but in the older homes and older toilets and even corner toilets you can find toilets with rough in distances of 10 inches to even 14 inches.

I d say 80 of toilets have a 12 rough in so don t be surprised if you do as well.
Regarding fitting 11 inch rough in it s spec sheet here shows a clearance of 1 3 8 at the base and 3 4 at the top between the toilet and wall.
I would suggest that collette please measure the toilet rough in again based on the drain center.
